Irish ISP Adopts “Three Strikes” Policy

In a strategy reminiscent of what my sixth grade English teacher did when students were talking out of turn, Irish ISP Eircom has started a three-month pilot-phase program in which they will use a “three strikes” rule against subscribers found to be file-sharing.

This makes Ireland the first country to enact a graduated response strategy to file-sharing (or Internet piracy as copyright holders call it).  A recent ruling by the Irish High Court authorized cutting off Internet access for anyone engaging in illegal downloading.

It’s too soon to see how this will play out, but Ireland could become a case study for other countries considering a graduated response for illegal file-sharing.  Hopefully the new law will relax Irish PROs enough to lay off the music bloggers.
